Upstream Legal Advisor, National Petroleum Corporation of Namibia (NAMCOR)

Rewaldo Quest is the Upstream Legal Advisor at the National Petroleum Corporation of Namibia (NAMCOR), where he advises on upstream petroleum transactions, joint venture arrangements, petroleum agreements, project development, financing and corporate governance. He is an admitted Legal Practitioner of the High Court of Namibia with almost a decade of experience in the extractive industries, having previously practised at Bowmans (formerly Koep & Partners) and ENSafrica in both Namibia and Johannesburg, where he advised on major mining, oil and gas, renewable energy and infrastructure transactions across Africa.

Rewaldo holds an LLB (Honours) from the University of Namibia, graduating first in his class, and an LLM in Extractive Industries in Africa (Cum Laude) from the University of Pretoria. He is currently pursuing a Doctor of Laws (LLD) at the University of Pretoria, where his research focuses on developing a Local Content Assessment Toolkit for Namibia's extractive industry. He has published extensively on local content, mining, petroleum and green hydrogen policy and is committed to ensuring that Namibia's energy transition translates into meaningful opportunities for professionals, entrepreneurs and local businesses.
