Paulus Kainge

Dr Paulus Kainge is the Manager for Ecosystem Advisory Services at the BCC Secretariatsince February 2025, where he drives transboundary marine scientific research and cooperation among Angola, Namibia and South Africa. This research generates data and information for scientific advice, aimed at management measures for sustainable governance of transboundary resources. In this role, Dr Kainge works closely with members of theEcosystem Advisory Committee (EAC) and expert Working Groups by coordinating their work on blue economy activities and provide scientific advice and recommendations to the BCC Commission.

Before joining the Secretariat, Dr Kainge served as Chief Scientist at the Namibian Ministry of Fisheries and Marine Resources, the Ministry he served for over 26 years researching on fisheries ecology, ocean-climate interactions, population dynamics and conducting stock assessment. That work also aimed at providing scientific advice and recommendations on the sustainability of resources and the ecosystem. Dr Kainge is passionate about sustainable ocean economy’s effective Protection, efficient Production, and equitable Prosperity, and thrives on solving complex challenges in ocean governance and blue economy. Paulus holds a PhD Degree in Marine Science and Natural Resources Management from the TechnicalUniversity of Denmark (DTU), and a MPhil Degree in Fisheries Biology and Fisheries Management from the University of Bergen, Norway. He is an author of several peer-reviewed scientific publications and served in the Expert Group of the High-Level Panel for a Sustainable Ocean Economy, as well as in the ISA’s Legal and Technical Commission (LTC).He also served as Chairperson of the Scientific Committee of the South East Atlantic Fisheries Organisation (SEAFO) for 12 years.
