Marsada Tupee Zor is the Founder and Chief Executive Officer of Transformed Vision, a Washington, DC based management consulting firm established in 2007 to help organizations strengthen leadership oversight through structured governance, strategic program management, and executive transparency.
For more than two decades, Marsada has devoted her career to one mission: helping leaders see the truth about their organizations in real time so they can make better decisions before small issues become organizational failures. Driven by a lifelong passion for governance and executive accountability, she developed Transformed Vision’s proprietary Program Management Outsourcing Services (PMOS®) Framework, an executive governance model that provides independent oversight while working alongside delivery teams to improve execution, strengthen accountability, and give leaders real time visibility into organizational performance.
Throughout her career, Marsada has been intentionally selected to establish and transform Program Management Offices, governance structures, operating models, and enterprise oversight functions for organizations undergoing significant change, creating governance models that align strategy, policy, operations, and executive decision making into one integrated framework.
Her experience spans some of the nation’s most highly regulated and operationally complex industries, including financial services, investment banking, mortgage lending, government modernization, healthcare, transportation, technology, infrastructure, energy, and oil and gas. Across each sector, her work has centered on strengthening governance, improving program execution, designing policies and operating procedures, managing enterprise risk, establishing performance measurement frameworks, and ensuring leadership maintains continuous visibility across major initiatives.
Marsada has advised executives and leadership teams at federal agencies, Fortune 500 financial institutions, public sector organizations, and international governments. Her work has extended into several African nations, where she has supported institutional strengthening, infrastructure development, energy transformation, local content implementation, and governance capacity building, and has since expanded into the global energy sector, applying the same governance and leadership oversight principles that have guided complex initiatives across multiple industries.
As an executive, Marsada is known for connecting strategic vision with disciplined execution. Rather than viewing governance as compliance, she positions it as a leadership function that enables informed decision making, proactive risk management, organizational resilience, and long term institutional success. This philosophy has become the foundation of Transformed Vision’s work and continues to shape how organizations approach complex programs around the world.
Marsada is a certified Project Management Professional (PMP), Certified Business Analysis Professional (CBAP), and Scrum Master. She holds an MBA from the University of Maryland and a master’s degree from Georgetown University.
