Johannes is an infrastructure development and finance professional, with 13 years’ experience in planning and structuring projects through public procurement and public-private partnership (PPP). In his previous role at the Namibia Investment Promotion and Development Board, Johannes helped public entities to identify and package investment opportunities for potential private investment. He has also worked at the Ministry of Finance & Public Enterprises in Namibia, where he was responsible for advising government on identifying and developing PPP opportunities.  

At Hyphen, Johannes is responsible for the design and implementation of strategic local content and enterprise and supplier development (ESD) programmes aimed at increasing the participation and competitiveness of Namibian businesses in large-scale infrastructure, energy and industrial projects. His work spans the development of local content strategies, supplier development frameworks, capability assessments, supplier databases, and market access initiatives that connect local enterprises with engineering, procurement and construction (EPC) contractors, original equipment manufacturers (OEMs), investors and government.  

His expertise also includes value chain analysis, supplier readiness assessments, procurement market analysis, and the identification of locally contestable opportunities across complex project supply chains. Johannes has developed methodologies for assessing supplier capability and readiness against international procurement requirements, enabling businesses to understand the technical, commercial, financial, quality and HSSE improvements required to compete for contracts. His work combines economic development, industrial policy and procurement intelligence to strengthen local supply chains, improve localisation outcomes, and maximise the long-term economic benefits generated from major investments.
