Guy Kassa Koumba

Deputy Director, General in charge of Local Content, Gabon’s Ministry of Petroleum and Gas

Guy Kassa Koumba is a Gabonese oil and gas professional and local content specialist with more than 30 years of experience across Africa, Europe and Asia. He has held senior roles in both the private and public sectors, including with Shell International Exploration & Production in the Netherlands, Shell Gabon, SNEPCO Nigeria, Brunei Shell Petroleum and Gabon Oil Company. His experience covers government relations and stakeholder management, human resources, corporate services, IT and social performance. 

He currently serves in Gabon’s Ministry of Petroleum and Gas as Deputy Director-General in charge of Local Content, where he contributes to the development and implementation of policies aimed at strengthening national participation in the oil and gas sector. 

Guy is a founding member of CEPAG, the Convention of Indigenous Petroleum Companies of Gabon, and of the African Local Content Association. He is also the author of Le contenu local dans l’industriepétrolière du Gabon – Une opportunité économique inexploitée, a book dedicated to the economic potential of local content for Gabon and Africa. 

His work focuses on local content governance, supplier development, national capacity building, transparency, digitalisation, and the role of governments and independent companies in creating sustainable value from natural resources.
