Festus Hangula is the Executive Director of Namibia Petroleum Operators Association (NAMPOA). Previously, he served as Chief Executive Officer of Namibia Post Limited, Chief Executive Officer of the Social Security Commission, Head of Treasury and Specialised Banking Services (Treasurer) of FNB Namibia and Head of Financial Markets at the Bank of Namibia. He holds an MBA in Finance, BA Administration, and graduated as a Fellow of the Macro Economic and Financial Management Institute of East and Southern Africa. Amongst others, he served for six years as Chairman of Southern Africa Postal Operators Association, a board member and Chairman of the Namibia Competition Commission, and non-executive director of Standard Bank Namibia and Chairman of the Credit Committee. 

Currently, he serves as a non-executive director of Retirement Fund Solutions (Pty) Ltd, Falcon Investments (Pty) Ltd, PhinCon Enterprises (Pty) Ltd. and Chairman of NamPost Financial Brokers (Pty) Ltd.
